Records related to the deployment of South African National Defence Force in Central Africa Republic, which include; MOU's, minutes and resolutions.

Any and all records related to but not limited to the following;
1. Agreement signed by South Africa (SA) and Central Africa Republic (CAR), on the deployment of South African National Defence Force (SANDF) soldiers in CAR;
Department of Defence are only responsible for points 2 -9 of this request.
2. Memorandum of Understanding signed by SA and CAR, on the deployment of SANDF soldiers in CAR;
3. Minutes of all meetings between the SA and CAR, where the two parties agreed to the deployment of SANDF soldiers;
4. All records detailing rational behind the deployment of SANDF soldiers in CAR;
5. All related appendices to the MOU between SA and CAR;
6. Resolution to terminate the deployment of the SANDF in CAR;
7. Draft resolution to terminate the deployment of the SANDF in CAR;
8. Minutes of all meetings leading to the decision to withdraw SANDF soldiers from CAR; and
9. Budget summary of all monies spent on the entire period that SANDF soldiers were deployed in the CAR.
Section 28 of PAIA requires that the requestee sever any part of a requested record that does not contain exempt information, and can reasonably be severed, from any part that does, so as to provide the requester with access to the part which does not contain exempt information.
The request in this instance is for a record that relates substantially to the Memorandum of Understanding between SA and CAR. Accordingly any records related to critical national security contained in the record is secondary to the main purpose of the document and must be able to be severed.
The requestee is therefore required to sever the exempt information from the record for example by blacking out the confidential information and release the remainder of the record to SAHA.
