Records related to conflict of interest policies of the South African Police Services.
Noting that a conflict of interest could arise in any of the following situations:
a. When a staff member of the South African Police Services (SAPS) owns a company or is a director on the board of a company or is a volunteer in an organisation (especially if the business of that company/organisation is related to the work of the SAPS);
b. When a former staff member of the SAPS owns a company or is a director on the board of a company or is a volunteer in an organisation (especially if the business of that company/organisation is related to the work of the SAPS);
c. When a prospective staff member of the SAPS owns a company or is a director on the board of a company or is a volunteer in an organisation (especially if the business of that company/organisation is related to the work of the SAPS);
d. When someone who is a consultant with the SAPS owns a company or is a director on the board of a company or is a volunteer in an organisation (especially if the business of that company/organisation is related to the work of the SAPS); and
e. When someone on occasion represents the SAPS and they are remunerated (or paid) for representing the SAPS and person also owns a company or is a director on the board of a company or is a volunteer in an organisation (especially if the business of that company/organisation is related to the work of the SAPS).
We are seeking with this request copies or any and all records held by the SAPS that outline the SAPS’ policy (and organisational rules) with respect to each of the conflict of interest situations outlined above. Specifically we are seeking access to the following kinds of records that may hold information about SAPS’ policy (and organisational rules) related to such conflicts of interest:
1. Policy documents;
2. Protocol documents;
3. Memoranda;
4. Guidance notes; and/or
5. Minutes of any meeting in which the management of such conflicts of interest was discussed.
