National intelligence priorities, national intelligence estimates,intelligence regulations and other policies and reports
Copies of any and all records, or part of records, related to:
1. Cabinet’s annual national intelligence priorities for each of the financial or calender years that are available for the period from 1 January 2003 to 31 July 2013. The term ‘national intelligence priorities’ is intended to refer to the annual executive direction set by Cabinet for the intelligence organisations’ focus, priorities and allocation of resources. It is intended for this to include the ‘national intelligence priorities as encapsulated in our national intelligence estimate’ as referred to by the Minister of State Security in his budget vote speech in Parliament in 2010 at http://www/pmg.org.za/briefing/20100505-state-security-ministers-budget-speech
2. The national intelligence estimates prepared annually for Cabinet by the National Intelligence Coordinating Committee, for each of the financial or calendar years that are available for the period from 1 January 2003 to 31 July 2013.
3. Any proposed or actual amendment or updating of the Intelligence Services Regulations, 2003.
4. Directives, policies, regulations or other documents setting out requirements on liaison with foreign intelligence services.
5. Regulations on Liaison with Foreign Intelligence Services of 2007 and proposed or actual amendments or updates to those regulations.
6. A list of the names/titles of all directives, guidelines or policies on gathering intelligence made by the Minister of State Security for each of the financial or calendar years that are available for the period from 1 January 2003 to 31 July 2013.
7. Current executive policy on the interception of foreign intelligence signals.
8. Annual reports of all agencies reporting to the Minister of State Security (under whatever title that Minister was known from time to time), including but not confined to those for the State Security Agency, Department of State Security and Office of the Inspector-General of Intelligence, as presented to the Parliamentary Joint Standing Committee on Intelligence for each of the financial or calendar years that are available for the period from 1 January 2003 to 31 July 2013.
9. The budget of the Ministry of State Security and the Office of the Inspector-General of Intelligence as presented to the Parliamentary Joint Standing Committee on Intelligence for the 2011/2012 and 2012/2013 financial years.
10. The Pikoli Commission report regarding the structures of the intelligence services.
11. The Ngcaba Commission report into technology issues in the intelligence services.
12. The Netshitenze Commission report into the intelligence services.
