Election Preparation from July 1993 to April 1994
Copies of any and all records, or parts of records, regarding the preparations by the South African Police Service (SAPS) for South Africa’s first fully inclusive democratic elections from the date of the declaration of the election in July 1993 to the date of the election from 27-30 April 1994 (the election preparation period), including records regarding the following:
1. Methods of crowd control, issued or current during the election preparation period, including but not limited to:
1.1. policies and procedures (including manuals, circulars, directions and guidance), and
1.2. training materials (including registers of attendance, programmes and presentations).
2. Anticipation of violence escalation, including but not limited to:
2.1. internal memoranda, reports or other analysis of expected voter numbers and locations,
2.2. internal memoranda, reports or other analysis of any expected violence (including locations),
2.3. budget/ financial records of the allocation of money for managing the election (including any expected violence), and
2.4. staff rosters or other staffing records setting out the number of officers on duty (including those on overtime) from 27 to 30 April 1994.
3. Management and control of the violent clashes between African National Congress and Inkatha Freedom Party supporters in the election preparation period, including but not limited to:
3.1. incident reports,
3.2. internal memoranda, minutes, briefs or correspondence about incidents and/or actions to be undertaken as part of the response to incidents,
3.3. policies and procedures (including directions, circulars and guidance) provided to any SAPS member regarding how to respond to incidents and/or actions to be taken as part of these specific incidents, and
3.4. press/media releases.
